Licensed Public Adjuster · Illinois & Indiana

Their adjuster works for the insurer. I work for you.

When storm, fire or water damages your property, the insurance company sends its own adjuster to value your loss. I stand on your side of the table — documenting every dollar of damage to HAAG standard and negotiating the settlement you're actually owed.

Free inspection & policy review — no obligation, no upfront cost.

Why a public adjuster

The claim is a negotiation. Most people never realize it.

Insurers write the first estimate with their own numbers, their own scope, and their own adjuster. Volodya Adjuster exists to level that field for property owners across Illinois.

  • I read both the roof and the policy. Licensed roofing & general contractor with a legal-studies degree — damage and coverage, in one head.
  • HAAG-certified documentation. Damage assessed to the industry standard insurers themselves recognize — hard to shortcut, hard to dispute.
  • You stay in charge. I prepare, file and negotiate; every decision on your claim remains yours.

The difference

A rare combination on your side.

Licensed in Two States

Public adjuster licensed in both Illinois (#19461872) and Indiana (#3556317) — fully authorized to represent you on the claim itself.

HAAG-Certified Eye

HAAG certification is the recognized standard for storm and hail assessment. Your damage gets documented in the language insurers respect.

A Contractor's Knowledge

As a licensed roofing and general contractor, I know what repairs really cost — so lowball line items get caught, not signed.

Legal Training

A Master's in Legal Studies plus Yale contract-law coursework: your policy's fine print is read the way it was written — as a contract.

Start with a Free Inspection
  1. 1

    Free inspection & policy review

I walk your property, photograph everything, and read your policy before anyone talks numbers. You learn what you're actually covered for.

    No cost · no obligation
  2. 2

    HAAG-standard documentation

Every damaged slope, wall and system is measured, photographed and priced with the same tools insurers use — a file built to hold up.

  3. 3

    Filing & negotiation

I file the claim, meet the insurer's adjuster on site, and argue scope and price line by line — supplements included.

  4. 4

    Settlement & recovered depreciation

The claim closes only when the number is right — including the recoverable depreciation most owners never collect.

Straight answers

The four questions people ask me first.

Short answers up front, the detail underneath — no sales pitch in between.

What does a public adjuster actually do?

A public adjuster is a state-licensed professional who represents you — the policyholder — instead of the insurance company. I inspect the damage, read your policy, build the estimate, file the claim and negotiate the settlement, so the payout reflects your real loss rather than the insurer's first number.

The insurance company already has an adjuster working the claim. That person is paid by the insurer and values your loss on its behalf. A public adjuster is the only licensed party who does the same technical work on your side of the table.

How much does a public adjuster cost in Illinois?

The consultation and the property inspection are free. If we work together, a public adjuster is paid a percentage of the settlement, agreed in writing before any work starts. Nothing is collected upfront, so the cost only exists if the claim gets paid.

Illinois requires that fee to be stated in a signed written contract before work begins — never a handshake. Ask any adjuster for that contract up front; if they will not put the percentage in writing, that is your answer about them.

When should I hire a public adjuster?

The best moment is before the insurer's adjuster inspects, because scope decisions made that day shape the whole claim. It is also worth it after a low offer, after a denial, or when repair bids come in far above the estimate — claims can be supplemented and reopened.

Large or complex losses — fire, extensive water damage, hail across several building elements — are where the gap between the first offer and the correct settlement is widest, because that is where scope is easiest to miss.

Can a roofing contractor negotiate my insurance claim instead?

No. In Illinois, negotiating a claim with an insurer is reserved for licensed public adjusters. A contractor can repair the property and document damage, but adjusting the claim itself without a license is against the law.

That is exactly why I hold both licenses. As a licensed roofing and general contractor I know what the repair truly costs; as a licensed public adjuster I can also represent you on the claim — a combination that is rare in one person.
